Local ownership and storage
What Panama City RV Owners Should Know About Parking and Storage
If you're preparing to sell an RV stored at your home, its parking position and accessibility are worth checking before discussing an inspection or possible movement.
Panama City regulates the parking and storage of major recreational equipment on residential property through Section 105-11 of its Unified Land Development Code. The current rules permit certain storage arrangements while imposing conditions on location, operability, licensing, and residential use.
Residential Driveways and Yard Storage
Under the city's code, major recreational equipment may be parked or stored in specified locations, including:
- Driveways: The driveway of the owner's residence may be used, but the equipment cannot extend into the public right-of-way.
- Rear yards: Equipment must remain at least three feet from rear and side property lines.
- Front yards: Placement is subject to the city's visibility-triangle restrictions, a perpendicular orientation to the front lot line, and specific distance requirements from side lot lines.
- Side yards: Storage may be permitted in one required side yard, but not both.
- Garages and carports: Permanent equipment enclosures are among the permitted locations.
The code also limits the number of major recreational equipment items in front and side yards. Equipment stored on residential premises must be maintained in operable condition and properly licensed under applicable state law.
Other provisions restrict using stored recreational equipment for living, sleeping, or housekeeping and regulate utility connections.
These details matter when an RV has been stationary for a long time, particularly if it no longer runs or has become difficult to move.
Street Parking and Preparing an RV for Movement
Panama City's Section 105-11 contains a limited loading and unloading allowance, including provisions involving residential premises and the public right-of-way. Section 22-183 separately restricts recreational vehicle parking on public streets and in specified public areas, with an exception for loading or unloading.
These provisions should not be treated as unrestricted permission to leave an RV on the street while waiting for a sale or transportation arrangement.
The city's code also restricts parking major recreational equipment in an ordinary parking lot principally to display it for sale unless that use is authorized at the location.
Owners can consult the official Panama City recreational equipment storage regulations and public parking regulations.
These are City of Panama City rules. An address in Panama City Beach, Lynn Haven, or unincorporated Bay County may be subject to different local requirements. Property-specific restrictions, such as community association or storage-facility rules, may also apply.
What if Your RV Is Non-Running?
A non-running RV can still be submitted to EasyRVBuyer for individual consideration. However, eligibility for a purchase evaluation does not override municipal rules requiring recreational equipment stored on residential premises to be operable.
If your motorhome is disabled, explain where it is parked and what prevents it from moving. Do not attempt to tow or reposition an unsafe vehicle simply to prepare for an inquiry.
Knowing its actual condition and current access restrictions is a more useful starting point.
RV categories
Motorhomes, Travel Trailers, and Fifth Wheels Considered
EasyRVBuyer's private-owner program covers three principal RV categories. An inquiry does not guarantee acceptance or a purchase.
Motorhomes
Motorhomes may be considered whether they are running or non-running.
Useful information includes the year, make, model, mileage, engine and transmission condition, maintenance history, and known mechanical problems.
If the engine starts but the motorhome cannot be driven safely because of tires, brakes, steering, or another issue, explain the difference. An RV that starts is not necessarily roadworthy.
Travel Trailers
Travel trailers may be evaluated with normal wear, age-related deterioration, or repairs that have not been completed.
Describe the roof, exterior seals, flooring, slide-outs, appliances, frame, tires, and any known water or structural damage.
If the trailer has been stationary for an extended period, mention whether its towing equipment and running gear have been checked.
Fifth Wheels
Fifth wheels are also eligible for individual review.
Important details include the condition of the roof, slide-outs, flooring, structural components, frame, kingpin area, landing gear, tires, and brakes.
If the fifth wheel is stored in a tight location or has not been moved recently, explain whether a towing vehicle can safely approach and connect to it.
Individual evaluation
Older, Damaged, and Non-Running RVs
An RV does not have to be in excellent condition to be considered for evaluation. You can disclose problems such as:
- Major mechanical or electrical issues.
- Roof leaks or visible water intrusion.
- Damaged flooring, walls, ceilings, or exterior panels.
- Structural deterioration or unfinished repairs.
- Known storm or floodwater damage.
- Long periods of outdoor storage.
- Missing or damaged interior equipment.
- A motorhome that no longer starts or drives.
The extent of damage may affect valuation and eligibility. Some RVs may require additional photographs, documentation, or inspection, and some may not qualify for an offer.
Physical damage and official title classification are separate matters. For example, an RV with a roof leak does not automatically have a flood-branded title. If the title carries a brand or another restriction, identify it accurately.
There is no need to hide known defects or guess at repairs that have not been professionally diagnosed. Describe what you know, what has been repaired, and what has not been tested.
Prepare your inquiry
What to Prepare Before Requesting an RV Evaluation
A few accurate details can make the first conversation more useful. You do not need to have every document or photograph ready before making contact.
Vehicle Information
Try to have the following available:
- RV type, year, make, and model.
- Approximate mileage for a motorhome.
- Current condition and known damage.
- Whether the RV starts, drives, or can be safely towed.
- Current location and storage arrangements.
- Title status and any outstanding financing.
- Known access restrictions, such as a narrow driveway or locked storage gate.
Helpful Photographs
Recent photographs can show the exterior from all sides, the main living areas, and any visible damage.
For a motorhome, a dashboard photograph showing the odometer may be helpful. For a travel trailer or fifth wheel, pictures of the tires, hitch area, landing gear, and visible frame condition can provide useful context.
If water intrusion is a concern, photograph accessible staining, damaged flooring, wall deterioration, or evidence of past repairs.
Do not climb onto an unsafe roof or move a damaged vehicle merely to obtain photographs.
The public Contact page does not establish a dedicated consumer photo-upload service. You can ask how additional pictures should be provided if they are requested.
Avoid sending sensitive personal documents, account numbers, or unnecessary identification information through an unverified communication method.
How to begin
How the EasyRVBuyer Inquiry Process Works
Share Basic RV Details
Use the EasyRVBuyer Contact page or call 855-227-4227. Identify yourself as a private RV owner in Panama City and provide the year, make, model, location, and current condition. Mention major damage, mobility problems, or title concerns.
Discuss the Evaluation
The available information can be reviewed to determine whether further evaluation is possible. Additional photographs, documents, or an inspection may be requested depending on the vehicle and circumstances.
Review Any Proposed Offer
If an offer becomes available, examine its amount and conditions before deciding whether to proceed. Ask whether any inspection is needed, which transaction costs may apply, what documents are required, and how payment or vehicle movement would be arranged.
Confirm the Transaction
If both parties agree to proceed, the applicable title transfer, payment terms, and any transportation arrangements must be established. Ownership documentation, an outstanding lien, vehicle condition, and storage accessibility can affect these arrangements. There is no guaranteed offer, payment timeframe, or pickup schedule.
Local access and logistics
RV Access and Transportation Considerations in Panama City
Panama City's road network includes US 98, US 231, State Road 77, and State Road 390. US 98 also connects across the Hathaway Bridge toward Panama City Beach.
These are useful regional connections, but access to the actual RV storage location is a separate consideration.
An RV kept at a residence in Downtown Panama City, St. Andrews, or Millville may have a different driveway and parking arrangement from one stored in a commercial facility. No particular neighborhood should be assumed to have a specific access problem without checking the property.
A large motorhome or fifth wheel may require room to approach, connect equipment, turn, and leave safely.
What to Check at the Storage Location
- Entrance width: Can the RV and any necessary equipment pass through the gate or driveway?
- Overhead clearance: Are trees, wires, roof structures, or other obstructions present?
- Ground conditions: Is the RV parked on pavement, gravel, grass, or potentially soft ground?
- Turning space: Is there enough room for a large vehicle to maneuver without entering a restricted area?
- Vehicle mobility: Do the tires hold air, and are the brakes, steering, hitch, and other necessary components functional?
- Property permission: Does a facility manager, landlord, or association control access?
For a non-running motorhome, the available space and known mechanical condition may be especially important.
For a travel trailer or fifth wheel, explain whether its towing connection is accessible and whether the vehicle has been checked for safe movement.
A gated storage facility may have entry procedures or limitations on outside transportation equipment. Confirm those requirements with the facility rather than assuming access can be arranged at any time.
EasyRVBuyer may consider the RV's location and accessibility during evaluation. The availability, cost, method, and timing of any transportation arrangement must be confirmed for the individual transaction.
The company does not claim a local Panama City transportation depot or guaranteed pickup service.
Flood and weather history
Storm Exposure, Flood Risk, and RV Condition
Panama City's location in Bay County makes it useful to understand an RV's actual storage and weather-exposure history.
Bay County identifies hurricanes, tropical storms, and periods of intense rainfall as important local flood hazards. The City of Panama City also provides a property-specific flood-information service.
Owners can use the official Panama City flood-zone lookup to review available information for an address within city limits.
Flood-zone information describes a property's mapped risk. It does not prove that an RV stored there has experienced flooding or water damage.
Checking for Water Intrusion
If an RV has been parked outdoors, particularly after known severe weather, look for visible concerns in safely accessible areas:
- Roof seams, vents, windows, and exterior seals.
- Slide-out openings and surrounding walls.
- Interior ceiling stains or deteriorated wall surfaces.
- Soft or damaged flooring.
- Storage compartments showing moisture or corrosion.
- Previous leak repairs or areas that have not been inspected recently.
An RV stored near the St. Andrews Bay waterfront should be assessed according to its actual condition and history, not merely its proximity to the water.
Describe the Actual Condition
If floodwater entered the RV, explain what happened and which areas were affected. If the RV has never flooded but experienced a roof leak, describe the leak rather than referring to general flood damage.
Photographs and repair records may help distinguish an isolated problem from more extensive deterioration.
Bay County provides additional information through its official flood hazard resources.
Should You Make Repairs Before Selling?
Not every repair will be financially worthwhile before a sale.
Consider the cost of the work, the RV's overall condition, its potential market value, and whether you intend to list it privately or request a direct evaluation.
You can describe existing damage when contacting EasyRVBuyer. The company may consider damaged RVs individually, but no purchase or particular valuation is guaranteed.
Florida ownership paperwork
Florida RV Titles and Ownership Documents
Florida's ownership and title requirements apply statewide. They are separate from Panama City's municipal parking and storage regulations. Before completing an RV sale, determine who is listed as the owner, which title record applies, and whether a lien or other documentation issue needs attention.
Florida Paper Titles and Signatures
For an RV that requires a Florida certificate of title, the seller generally needs to complete the appropriate assignment with the necessary purchaser information, sale details, and signatures.
Do not leave the buyer's name blank when completing a title transfer.
If two people are listed as owners, check whether their names are connected by "AND" or "OR."
Florida generally allows either owner to endorse a title when names are joined by "OR." When the names are joined by "AND," both owners or their legally authorized representatives generally must sign.
A standard Florida paper-title assignment does not ordinarily require notarization simply to transfer ownership. Certain supporting documents, powers of attorney, or unusual ownership situations may have different requirements.
See Florida Statute §319.22 for the applicable title-transfer provisions.
Electronic Titles, Missing Documents, and Liens
Florida recognizes electronic titles as official ownership records.
If your RV has an electronic title, verify its status and determine whether the transaction will require a printed title or an authorized electronic reassignment procedure.
A lost paper title is different. Florida provides duplicate-title procedures for qualifying situations, including Form HSMV 82101. A bill of sale does not automatically replace a legally required title.
If the RV has an outstanding loan, the recorded lien must be addressed through the appropriate lender and title procedures before a clear ownership transfer can be completed.
Disclose the loan early. Do not assume EasyRVBuyer automatically pays off lenders or resolves title restrictions.
The Bay County Tax Collector's title services provide information about electronic titles, lien records, and ownership transfers. The Panama City office is at 850 W. 11th Street.
Motorhomes and Towable RVs Have Different Requirements
Motorhomes are self-propelled vehicles, and a title transfer may require an odometer disclosure.
Florida has specific exemptions. Model year 2011 and newer vehicles generally use a 20-year age-based exemption, while model year 2010 and older vehicles use a 10-year exemption. Vehicles with a gross vehicle weight rating greater than 16,000 pounds also generally qualify for an odometer disclosure exemption.
Non-self-propelled travel trailers and fifth wheels are exempt from the standard odometer disclosure requirement.
Florida also has a title-law exception for trailers with a net weight under 2,000 pounds. This does not mean every travel trailer or fifth wheel is exempt from titling. The actual weight, classification, and existing ownership records matter.
See Florida Statute §319.20 and §319.225 for the relevant distinctions.
Notice of Sale and License Plates
Florida generally requires a seller to notify FLHSMV within 30 days after a qualifying motor vehicle sale or transfer. However, the law contains exceptions, including specified transactions involving licensed motor vehicle dealers and insurers.
The proper requirement depends on the transaction and buyer. Do not assume every private owner selling to an RV-buying business must follow the same notice procedure as a private-to-private sale.
For transactions requiring the notice, Florida provides Form HSMV 82050, Notice of Sale and/or Bill of Sale.
Applicable registration plates must also be handled according to Florida's sale and transfer rules. Do not transfer a plate to the buyer when state law requires its removal.
Before completing a sale, confirm the documentation and filing responsibilities with FLHSMV or an authorized motor vehicle service center.
Considering your options
What May Affect an RV Purchase Offer?
An RV's potential purchase value depends on its individual characteristics and condition.
- Year, make, model, and RV configuration.
- Mileage and mechanical condition for motorhomes.
- Roof, flooring, frame, and structural condition.
- Known water intrusion or unfinished repairs.
- Condition of installed systems and equipment.
- Current market demand and resale considerations.
- Ownership documentation and any recorded lien.
- Whether the RV can be driven or safely towed.
- Location and practical transportation requirements.
A running motorhome with cosmetic wear can present a different evaluation from one needing major mechanical repairs. Likewise, a fifth wheel with extensive water intrusion may require a different assessment from a comparable unit with no known structural issues.
These are general valuation considerations, not a published EasyRVBuyer pricing formula.
Accurate details help the parties understand the vehicle before discussing possible terms. No particular purchase price is guaranteed.
Should You Sell Directly, List Privately, or Use Consignment?
Selling to a direct RV buyer is one option, but it may not be the best choice for every owner.
Direct Buyer
A direct purchase inquiry may reduce the need to create advertisements, schedule multiple showings, and negotiate with several prospective buyers. The amount offered may reflect repairs, resale considerations, and other costs. The buyer can also decline the vehicle.
Private Listing
Selling directly to another individual gives you control over the asking price and negotiations. You handle advertising, buyer communication, payment safeguards, and the required ownership transfer. An advertised price does not establish what the RV will ultimately sell for.
Consignment
A dealer may market the RV under an agreement with you. Review the commission, storage charges, insurance arrangements, contract duration, and responsibility for preparing the vehicle.
Trade-In
A trade-in may be useful if you are purchasing another RV. Compare the full replacement transaction, not simply the stated trade allowance.
For someone with a damaged or non-running RV, the cost of repairs, storage, and preparing the vehicle for private sale may influence the decision.
An owner with a well-maintained RV and time to manage private showings may have different priorities.

Common seller questions
Frequently Asked Questions
Does EasyRVBuyer consider RVs owned by individuals in Panama City?
Yes. The private-owner program accepts inquiries about motorhomes, travel trailers, and fifth wheels located in Panama City. Each RV is reviewed individually, and an inquiry does not guarantee an offer or purchase.
Can I ask about a motorhome that no longer runs?
Yes. Describe the known mechanical problems, tire and brake condition, and whether the motorhome can be accessed safely. A non-running condition may be considered, but both purchase eligibility and transportation possibilities depend on the specific RV.
Can I leave my RV on a Panama City street while arranging a sale?
Do not assume extended street parking is permitted. Panama City restricts RV parking on public streets and in specified public areas, with limited loading and unloading exceptions. Review the applicable municipal code before moving or staging an RV.
What if my RV is stored at a property in a flood zone?
A property's mapped flood risk does not establish that the RV has been flooded. Describe any actual water intrusion, storm damage, repairs, or known exposure. Use the city's property lookup for location information and assess the RV based on its real condition.
Do I need to repair a damaged travel trailer before requesting an evaluation?
Not necessarily. You can describe the trailer in its present condition and discuss whether further review is possible. Consider repair costs and other selling options before making a financial commitment. Acceptance is not guaranteed.
What if my Florida RV title is electronic or missing?
An electronic title is an official ownership record and is not the same as a lost paper title. Different transfer and duplicate-title procedures apply. The Bay County Tax Collector or FLHSMV can help identify the appropriate requirements.
Can I inquire if I still owe money on my RV?
Yes. Disclose the outstanding financing. A recorded lien must be handled properly before a clear ownership transfer can be completed. Automatic lender payoff by EasyRVBuyer is not a verified service.
Is an inspection or pickup guaranteed in Panama City?
No. An inspection may be required depending on the RV, and any potential transportation arrangements depend on vehicle condition, accessibility, available options, and agreed terms. No fixed pickup or payment schedule is promised.
