West Virginia title guidanceSelling an RV in West Virginia: Titles and Ownership
Before completing a sale, check the RV's vehicle identification number (VIN), every name on the title, outstanding liens, and whether the title is paper or Digital. West Virginia has specific owner-signature, reassignment, plate, and notification rules.
Begin with the official West Virginia DMV title instructions.
Paper-Title Assignment
Motorhomes, travel trailers, and fifth wheels moved on West Virginia highways generally require proper titles and registration, subject to vehicle-class exceptions. For an ordinary West Virginia paper-title sale, the seller completes the assignment, and seller and purchaser sign the applicable portions.
Under WV Code §17A-4-2, the seller's assignment includes a statement of liens and encumbrances verified under oath. The statute generally requires delivery of the title within 60 days, with an exception for vehicles sold as scrap or for dismantling. This is not a suggested waiting period. Follow the applicable assignment instructions when making the sale.
Two Owners: AND, OR, and AND/OR
The words joining owner names on a West Virginia title matter:
- AND: Both titled owners must sign.
- OR: Either owner can sign independently.
- AND/OR: Either owner can sign independently.
If a required owner is unavailable or deceased, special documentation may be needed. Do not assume these West Virginia instructions apply to a title issued by another state. See the DMV's joint-title guidance.
Digital Titles and DTRO
West Virginia recognizes Digital Titles. For an eligible ownership transfer, the titled owner or authorized agent generates a linked Digital Title Reassignment of Ownership (DTRO), and the purchaser's consent is required.
The Digital Title and associated DTRO must be handled together for the reassignment. Printing a Digital Title is not the same as completing the transfer. Confirm the appropriate procedure for your buyer; EasyRVBuyer's access to a particular digital-title system has not been verified. See Digital Title FAQs.
Outstanding Loans and Liens
If a loan remains, ask the lender about the payoff and required lien release. The DMV explains that a physical release signed by the lender does not automatically clear its electronic title record. The owner may need to apply for a clear title so the DMV record reflects the release.
Disclose financing when you inquire. Do not assume EasyRVBuyer automatically pays the lender or completes lien release. See DMV lien instructions.
Lost Paper Title: Form DMV-4-TR
West Virginia uses Form DMV-4-TR, Affidavit of Duplicate Title, for eligible lost, stolen, or destroyed paper titles. The DMV lists a $15 duplicate-title fee and documentation requirements.
For certain RVs and trailers with a previously recorded lien, the lender must complete and notarize Section D before a clear title can be printed. A duplicate does not automatically remove a lien or establish new ownership. If the record is Digital, first confirm its digital-title procedure. Official duplicate-title guidance.
Motorhome Versus Trailer Odometer Rules
Travel trailers and fifth wheels are non-self-propelled and generally exempt from federal odometer disclosure. Motorhome disclosure depends on classification, model year, gross vehicle weight rating, and transfer date.
Under 49 CFR §580.17, relevant exemptions include non-self-propelled vehicles and motor vehicles exceeding 16,000 pounds GVWR. Model-year rules generally use a 10-year framework for 2010 and earlier and 20 years for qualifying 2011 and newer vehicles. An odometer exemption does not eliminate a title requirement. West Virginia odometer law also applies.
Plates and Immediate DMV Notification
Under WV Code §17A-4-1, registration expires upon transfer of the owner's title or interest. The original owner retains the plates and must immediately notify the DMV under the applicable procedure, including registration-document duties.
Do not leave the plates on the RV for the purchaser. Rules for reusing, transferring, or surrendering plates depend on the registration and transaction, and a dealer transfer has additional procedures. Do not assume the buyer's title application completes all seller duties.
When a Notarized Bill of Sale Matters
In certain private purchases below 50% of the applicable NADA Clean Loan Book value, WV DMV requires a notarized bill of sale signed by both parties to support the declared purchase price for the buyer's title-tax application. Otherwise, the DMV may assess tax based on book value.
Different rules apply to vehicles two years old or newer. The DMV identifies identification-copy requirements with certain notarized bill-of-sale submissions. This is not a universal notarization rule or an EasyRVBuyer fee. Provide sensitive documents only through an appropriate official transaction process. WV DMV title guidance.
Inherited RVs and Out-of-State Titles
An inherited RV may require a surviving-owner procedure, legal-heir documentation, or court-issued authority for an executor or administrator. For certain qualifying cases, West Virginia uses Form DMV-185-TR, Legal Heir Affidavit. The requirements depend on how ownership was recorded and whether an estate is formally administered.
For an RV titled elsewhere, identify the issuing state and where the purchaser will seek a new title. West Virginia's AND, OR, and AND/OR rules should not automatically be imposed on out-of-state titles. Follow the procedures applicable to the actual documents and transaction. These are general West Virginia vehicle documentation explanations, not individualized legal advice. Specific forms and procedures depend on the RV and the transaction.
